Jesse Campbell was born in Columbiana County, Ohio on November 10, 1826. In 1849, he married Hanah Jane Little in Athens, Athens County, Ohio. He was 33 years old when he enlisted in Company C of the 18th Ohio Volunteers on August 19, 1861 at Camp Wool, Athens County, Ohio. He was appointed Corporal in Company C on February 4, 1862, but was later reduced back to the ranks due to chronic rheumatism, a common complaint by soldiers exposed to the elements in Tennessee. He is known to have taken part in the Battle of Stones River, but his name does not appear on the list of wounded reported by Dr. Johnson, the regimental surgeon. He was mustered out with the surviving members of the 18th who chose not to re-enlist on November 9, 1864 at Camp Chase, Columbus, Ohio.
After the war the family migrated to Yates Center, Kansas. On November 20, 1906, he died and was buried in Yates Center Cemetery, Woodson County, Kansas.
